42 The simplest solution concept for such games is that of the “core” – the set of all reward distributions in which no coalition of individuals can improve their lot by breaking out and acting on their own. Once again, the cooperative approach begs the question by assuming that coalitions can be formed and maintained whenever needed. And, once again, this is more an objection to the analytical-explanatory than to the normative use of the theory.
