The comparative controlled study carried out by Williams et al. (2001) aimed to assess the health needs and provision of healthcare to school-age children in local authority care. Health needs in the context of this study included mental, emotional and physical health, health education and health promotion. A total of 142 children aged 5–16 in local authority care and 119 control children matched by sex and age were studied. The results showed clearly that looked after children were more likely to: • • • • • • • • Experience frequent changes in their general practitioner Have incomplete immunization status Have inadequate dental care Suffer from anxieties and difficulties in relationships with others Wet the bed Smoke Use illegal drugs Receive less health education However, the overall conclusion of the findings of this study were not dissimilar to those of the aforementioned uncontrolled observational studies in that, although there was no clear evidence that the physical health of these children and young people suffered significantly, the overall healthcare of children and young people who had been established in care for more than 6 months was significantly worse than for children and young people living in their own homes, particularly in regard to emotional and behavioural health and health promotion.
Participation in practice has undoubtedly been given great impetus in recent years, in particular, with the commitment to children and young people’s participation by the constituent governments of the British Isles (Sinclair 2004). However, the government’s contribution has to be seen in light of the UN committee reviewing the UK government’s implementation of the UNCRC; although the committee has recognized the increased encouragement by the government for consultation and participation by children and young people, the indication is that there is still more to do especially in ensuring that participation leads to change.
This leads to them being frequently viewed as the entry route into social change with no exception when New Labour (2007) came into power in the UK and introduced major policy initiatives to tackle ‘social exclusion’. Under this banner, considerable government funds and commitments were expended on children and young people in recent years. Yet this has been reversed in this time of fiscal austerity where there is a disproportionate impact on children and young people, their quality of life and the services they access (Main and Bradshaw 2014; Croke and Williams 2015).
